     The attached joint War Navy
report on espionage was forwarded to me
with pencil memorandum to call it to
The President's attention.
 
     Since then the following memo-
randum from the Secretary of War has been
prepared, with the suggestion that the
data contained therein be distributed to
the State, Treasury, Justice, Labor and
Interior Departments.
