bad weather. It was finally stated that the Office for Popular Education was burdened with a certain amount of overhead charges for the upkeep of
buildings and so forth, but on the other hand, as
has been pointed out before, paid very little for
lecturers and teachers, inasmuch as many of the
latter were loaned by the Party or government bureaus, or volunteered their services at considerable personal sacrifice.
