Philip Holland, has been American Consul General in Liverpool
for nearly fifteen years. He writes, therefore, with considerable
experience and background.
This dispatch seems to me so very striking as to make it desirable
for me to bring it to your attention. I shall talk to Gil Winant
about this as soon as I have the opportunity.
