paragraph of Lord Halifax's letter to you of March 9th, 1943,
that is to avoid the danger that the medical certificate might
be used publicly by the Germans to expose our original propaganda
that Hess was sane and to bear out their own original contention
that he was mentally deranged when he flew to the United Kingdom.
They might even be able, on grounds of insanity, to claim Hess'
repatriation.
The Soviet Government is being informed of the action which
is being taken.
