Letter from Lord Halifax, British Embassy, Washington, D.
C., l2/24/43, to the President, stating that Mr. Eden has asked
him to let the President know that the question me Italian for
the Russians, which was dealt with in the President's telegram
No. 422 of 21/21 to the Prime Minister, has been considered in
London in the light or the telegram which the President sent
to Mr. Harriman. Gives background regarding this matter and makes
various suggestions in re above.
