I am enclosing a copy of a note, which the Secretary received 
      from the British Ambassador on April 7 relative to Soviet execution 
      of the British-Soviet prisoner of war agreement, which is identical 
      with our prisoner of war agreement with the Soviets. I am sending 
      this to you in view of the last paragraph in which the Ambassador 
      says that the Prime Minister is not communicating this information 
      to the President and asks that we do so. You may, therefore, 
      care to send down the attached note to the President for his
