As a matter of essential city planning, this site should not be encumbered with a new office building or even City Hall which would add to the present extremely congested condition at the par- ticular point. Actually the city ought to buy the building and site, widen both Union and Market Streets at that corner and devote the rest of the site to a small park. F.D.R. |
