Dear Mr. President,
With the completion of the secretarial arrangements for
the Combined Chiefs of Staff
Committee, the Secretariat of the Combined Chiefs of Staff have
agreed that it would simplify matters considerably if the distribution
of all British documents concerning the military situation to
the United States authorities were undertaken in its entirety
by the American section of the Combined Secretariat, and if accordingly
the direct distribution of any such papers by this Embassy were
to cease.
Such an arrangement will obviate possible misunderstandings
and overlapping, and should also accelerate the distribution
of individual papers. In view of the adoption of this procedure
I would therefore/
