Dear Mr. President,
You may recollect that on December 8th, 1942 Lord Halifax
gave you a memorandum on the subject of Rudolph Hess.
Interest in Hess has received as a result of Mr. Brendan Bracken's
recent remarks in New York, and the Cabinet have decided that
the time has come when a statement should be made regarding the
circumstances of Hess' arrival in Great Britain and the purpose
for which he came. Mr. Eden proposes to reply to a question on
the subject in the House of Commons on September 22nd, approximately
on the lines of Lord Halifax's memorandum but with certain important
omissions and additions. No reference will be made to Hess' mental
state for the reasons set out in the third
