Economic, the relation of U.S. A. to all world economic  
problems on trade and security considered.
 
     
 
 
The great burden of responsibility should rest upon a special   
group, with a clear definition of authority and  
responsibility, but selected with a view to permanency.  
In that direction lies continuity of control, of effort,  
of responsibility, and, I am sure, the nearer approach to  
safe and wise conclusions and ultimate intelligent administration.
