that the Singapore conference include Chinese, American and
Netherlands officers as well as representatives of Great Britain,
Australia and New Zealand.
     The estimates and recommendations of these conferences will
give all of us equally a good picture of our joint problem. It
may well be that these preliminary conferences may lead to the
establishment of a permanent organization to plan and direct our
joint efforts.
     I hope that Your Majesty' s Government will flnd it possible
to give immediate instructions to the end that the Netherlands
will be represented at the Chungking and Singapore meetings.
