4.     In addition to increasing the machining capacity, at both Newport and Alexandria, Newport
has already done a great deal of subcontracting for torpedo parts, which will he assembled at both
stations. Also, a new Goverrnnent torpedo plant is being erected in Chicago for operation by the
American Can Company, but this factory will not be in production until the end of 1942. The
maximum production which we hope to reach from all sources will be 30 torpedoes per day, or
750 per month, based on a 6-day week. This figure includes all three types. It might be interesting
to note that the British plan to produce in England only 300 per month. Their present rate is 200
per month, which is the same as our current rate. They have one contract in this country for
submarine torpedoes, ten per week, and we are handling a lend-lease contract for them for aircraft
torpedoes at ten per week, but neither of these companies has produced any torpedoes yet. They
have recently placed another requisition for 2,000 aircraft torpedoes, and we are negotiating with
a third company for that job.
