Dear Jerry;
 
 
        I have read your memorandum of the l7th relative to
the ships for the ABDA area.
 
     "I approve your proposal for the particular use of ships except I
do not approve the takng of ships from Russia which are necessary to
meet our Protocol requirements. I wish you would find some other ships
than the ones ticketed for Russia unless you have alternate plans for
meeting the Russia Protocol.
