United States Army commanders by law, regulations, and competent
orders. General Chaney is authorized to arrange with appropriate British authorities for the employment: (1) of organizations of
his command under British control, and (2) of British orEanizations
under United States control.
Strategic Direction.--a. The strategic direction of the

United States Arn~; Forces in the Jritish isles will be exercised
by the British Government through the Commander United States Army
Forces in the British Isles.
b. The term "strategic direction" is defined to mean
the function of prescribing for a force as A whole the general mission
which it is to carry out over a long period of time, and such modi-
fications of that general mission as may from time to time become~
necessary or desirable, without any control of details of tactical
operations or ad~ministrative matters.
c. It is agreed however that ,,mits assigned to the United

States North Ireland Force will not be moved to areas outside Ireland without prior consent of the Commanding General Field Forces United
States Army.
5. Arrangements for the Coeration.--The following agreements
in respect to arrangements for the operation have been arrived at:
a. Questions relative to dispatch of U. S. Army Forces
and materials from the United States that may require British col-
laboration will be handled through the British !Zission in the United
States.
b. ~,ztters connected with co,~mand, reception, distribu-
tion, accomodation and maintenance of the U.S. Army Forces in N~rth-
ern Ireland that may require collaborationbetween the two
