anywhere in the world. They have attained this efficiency as the result of years of hard work,
careful management and organization. It is my opinion that we cannot reduce the planes they are
using beyond the 200 limit without causing this entire system to collapse and the results of many
years' work being lost.
 
     I desire to again call to your attention the value of the airplanes as an Army reserve which
can be called upon in case of emergency, or when a critical situation exists which necessitates this
number of airplanes in any one of many theatres in which we must be operating.
 
     The above estimate of the airline situation is my own opinion after conferring with General
Connolly. A more thorough study of this subject is being made which should be available within a
week.
