As a matter of essential city planning, this site should not be encumbered with a new office building or even City Hall which would add to the present extremely congested condition at the particular point. Actually the city ought to buy the building and site, widen both Union and Market Streets at that corner and devote the rest of the site to a small park. F.D.R. |
