In order to afford Mr. Krug the opportunity to take such action as he felt necessary Mr. Koons was instructed to write to the Secretary of Interior and advise him that the Executors had decided to sell the property without restrictions. Mr. O'Connor and Mr. Koons were authorized to go into the entire quesiton at length with Mr. Krug in the event he so desired. V. Request of Navy Department for certain original papers from the President Roosevelt files relating to Arabian oil and financial aid to King Ibn Saud. Mr. Koons reported that under date of March 14, 1947 the Office of the Judge Advocate General of the Navy Department requested from Fred W. Shipman, Director of the Franklin D. Roosevelt library, the following papers from President Roosevelt's files in connectrion with the Congressional investigation relating to the purchase of Ariban oil by the Navy: (1) Memoranfum prepared by the Secretary of State, dated April 16, 1941. (2) Memorandum from F.D.R. to Secretary of the Navy, dated April 30, 1941. (3) Letter to Miss LeHand from John F. O'Keefe, Special Assistant to the Secretary of the Navy, dated May 23, 1941. The foregoing papers were located by Mr. Shipman among the papers now stored at the Library, but for reasons of public policy and in accordance with the policy previously adopted by the Executors Mr. Koons advised Mr. Shipman that the papers in question could be made available to the Navy Department only on request of the President.
