Commitee would liek to have any information in teh files which might show who made the decision, when and what considerations entered in to the decision to base the fleet at Pearl Harbor. Since the Committee expects to begine its hearins on November 15, 1945, Mr. Gessell has requested that the files in quiestion be made available to him wihtin a week, if possible. Miss Tully is now goign through the files with the object of locating any papers which may be pertinent to the questions raised. As soon as she had done this, I am to meet with Mr. Gesell and Miss Tully to draw up the appropriate authorization so far as the Executors are concerned to permit her to make the papers availabe to counsel for the Committee at the Archives.
