Dear Mr. Hackett: I enclose herewith for your files a copy of the letter from Secretary of the Interior Ickes dated May 29, 1945, and the opinion of Solicitor Harper dated May 29, 1945, authorizing the erection of a monument for President and Mrs. Roosevelt in the garden of the Home of Franklin D. Roosevelt National Historic Site. These are the copies of the original papers which I showed you yesterday. If you agree that the above letter and opinion are sufficient authorization to the executors to proceed ,with the erection of the proposed monument, you might get in touch with Byrne Brothers and let them get started on the job. It should be pointed out to Byrne Brothers that since the decree admitting the will to probate and appointing the executors has not yet been entered, there is no one presently available to sign the proposed contract but that it will just be a matter of time until the necessary formalities can be complied with. They should be willing to proceed with the work on this informal understanding but if not ,there is nothing that can be done until the executorsare actually appointed. Encl. Sincerely yours, |
