Memo from Walton Moore-State Dept-Sept 8, 1939
 
 
In re--repeal of the Neutrality Law and a few members 
of the House who might reverse their position.
 
 
In re-conference in his office, relating to the 
application of the law to the shipment of arms
ammunition etc to Neutral countries, as for example 
China, via belligerent countries, as for example
Burma and French-Indo China, and with some dissent it 
was agreed that such shipments are not prohibited if it 
can be acertained from the British and French that they 
will not be stopped in transit to be used for belligerent 
purposes etc etc.
 
 
Attached is extract of Official Translation of the Speech 
delivered by Adolph Hitler before the German Reichstag-April 28, 1939.
 
 
Also attached is report on INCREASE OF GERMANY'S MILITARY 
STRENGTH AS A RESULT OF THE ANNEXATION OF AUSTRIA AND 
CZECHOSLOVAKIA.
