My dear Alex:
 
 
I am unable to agree to the suggestion that you
resign at this time. I need not say that I think
I realize some of the reasons which move you, but,
the situation in the world is such and the conditions
confronting the United States are such that I must
request you to forego your purpose, at least until
such time as conditions change so that your ability
and experience may not be lost to the Government
in these trying days.
