Memorandum to the President                 
 
                                                            
 
 
 I enclose herewith a copy of a telegram from
Ambassador Winant, outlining the present status of 
the work of the European Advisory Commission.  There 
is likewise enclosed a copy of the draft protocol 
regarding the zones of occupation in Germany and the
administration of "Greater Berlin" which is referred
to in Ambassador Winant's telegram.
