My Dear Mr. President:
This afternoon the British Ambassador left with me the accompanying %
note, together with its enclosure which is a copy of a telegram
for you from the Prime Minister. A copy of this telegram from
London has been made and transmitted to Admiral Stark. Will you
let me have, at your convenience, the text of the reply you desire
made so that I may transmit it to Mr. Churchill through our Embassy
in London.
