8. As has been publicly stated, Hess has been dealt with as 
      a prisoner of war since his arrival and will so continue to be 
      treated till the end of the war. Apart From the above-mentioned 
      persons, his guard and those attending to his health, Hess has 
                        seen no visitors.                   
 
                                                            
 
 
9. Shortly after Hess' arrival here his mental state appeared 
      peculiar. Eminent psychiatrists diagnosed mental instability 
      with signs of persecution mania. There is no doubt that Hess 
      is mentally completely unbalanced though his condition varies 
      considerably from time to time.
