There is another condition, which warrants our notice: that
      is, the complacency, which has permeated all classes since America,
      entered the war. Not only have I observed this, but also my attention
      has been repeatedly called to it by the resident Americans and
      by my Latin-American colleagues. I heard one Englishman say to
      another recently, "Instead of England sending coordinators
      to America, it ought to be the other way about".
