I agree with you that the Secretariat of the Combined Chiefs 
      of Staff should hereafter undertake, through the American section, 
      the distribution of the war reports heretofore handled by the 
      Embassy.
 
 
      I am sending copy of your memorandum to me to Admiral Stark to 
      take up with the Combined Chiefs of Staff.
