You will see that this report makes no explicit reference to Hess' mental state as described in the last paragraph of the memorandum which I gave you on December 8th. This was done deliberately to avoid the danger that the medical certificate might be used publicly by the Germans to expose our original propaganda that Hess was sane, and to bear out their own original contention that he was mentally deranged when he flew to the |
