BRITISH EMBASSY, WASHINGTON, D.C. September 21st, 1943. Dear Mr. President, You may recollect that on December 8th, 1942 Lord Halifax gave you a memorandum on the subject of Rudolph Hess. Interest in Hess has received as a result of Mr. Brendan Bracken's recent remarks in New York, and the Cabinet have decided that the time has come when a statement should be made regarding the circumstances of Hess' arrival in Great Britain and the purpose for which he came. Mr. Eden proposes to reply to a question on the subject in the House of Commons on September 22nd, approximately on the lines of Lord Halifax's memorandum but with certain important omissions and additions.
