My dear Mr. President: I enclose a copy of a cablegram which was received on October 10 by the Aposolic Delegate in Washington from the Secretariate of State of the Holy See, a copy of which was left with an officer of the department by Monsignor Ready, in regard to information recieved by the Secretariate of State from an unnamed source that Chinese officials "desire the Holy See to take steps to establish peace between China and Japan". I enclose also a memorandum of October 12 in analysis of the message from the Secretariate of State and in comment upon the general question of possible mediation on the part of theis Government between Japan and China. I am in general agreement with the statements and the conclusions expressed in the memorandum, which I venture to hope you will find time to read. The President, the White House |
