 I called Havens in FA to see who drafted  the letter.  FA knows nothing  
about it.
 
    
 
 
 I then called Mr. Serle who stated he had handled most of this matter but  
did not draft the letter. He said he would call Gen. Watson. I told him that  
I would ask you to get the letter so it can be changed.
