number of organizations, associations and private persons engaged in raising
money for this purpose in the Unlted States. The Government has no connection
with any of these private organizations except that provided by the Neutrality
Act, and the Government is not a participant in any of their respective activi-
ties. The governmnet has no control over their activities so long as they con-
form to the law.
The only agency for relief which is either official or quasi-official so
far as the goernment of the United States is concerned is the American Red
Cross.
The government is, of course, concerned that there should be coordination
between these various agencies, so that there will be no conflict which would
be prejudicial to the main purpose of relieving the destitution and suffering
due to war conditions. It is also clear that these activities should be
coordinated so that there should be
