I have the honor to forward herewith to Your Excellency an autograph  
letter of congratulations and good wishes from His Holiness, Pope Pius XII.  
An office copy of the document is likewise enclosed.  This letter was sent   
to me by His Eminince, Cardinal Maglione, for transmission to Your Excellency,   
and I am commanded also to convey the personal good wishes of the Cardinal  
    Secretary of State.  In doing so I take the occasion
