MEMORANDUM FOR THE PRESIDENT
Mr. Myron Taylor's secretary telephoned to say that Mr. Taylor has
prepared the following statement which he will give to the press if
you approve of it:
"President Roosevelt has requested me to return to Rome, to resume
conferences with His Holiness, the Pope.
To be the instrument of contact between the Pope as a great spiritual
leader and the President of the greatest of the liberty-loving nations
not engaged in war, necessitates a reserve of expression which is no
great innovation to me.
In the final unfolding of the mysteries which the ppresent day questions
