For items of lesser importance but none the less indica-
tive, let me state that amti-religious meetings and lectures have been
abolished since the war began. In any case, they were never followed with
any marked interest, on the contrary, but the Government was determined to
continue them. 0nly recently, religious ceremonies were filmed while
actually in progress in the church now serving as a cathedral, since the
other was blown up two years ago. This is something unheard of and is
manifestly meant for propaganda purpeses this time, not against but in
favor of religion.
Will amyone Enowing these facts say this is not the time
to act? Regardless of the opportunistic sentiments back of these
unquestionable facts and regardless of the past methods employed here to
stamp out religion, is it not time now to do something? That is, beat the
iron while it is hot and soft and obtain from these people what they would
be only too willing to consider and grant? That I have in mind is a
proposition for negotiating a modus vivendi between the church and this
Government. That is what I hadn't time to explain adequately to
Ambassador Harriman. Perhaps will it still be time when this reaches you
to submit the proposi-
