Dear Mr. President:
With respect to a suggestion which I recently sought from you and from the
Department of State concerning a statement regarding Freedom of Religion
in Russia which would be adequate if the Soviet authorities were disposed
to make it and mean it, I discussed the matter at length with Archbishop
Edward Mooney, Bishop Joseph P. Hurley, Monsignor Michael J. Ready and
others. Archbishop Mooney undertook, after much thought, to draft a
paragraph or two which, if it were acceptable to the Russians,
would in his opinion be useful.
