I. The Church and State were a unit under the  
Tsar and overthrowing the government made necessary  
the overthrowing of the church as a political and not  
                  as a religious entity.

II. The Soviet Government is opposed to the  
Church only as a political instrument and grants com-  
plete freedom of worship, provided the churohes are not  
                and do not become political.
