                    Dear Mr. President:                     
 
                                                            
 
 
Before I went away the last time I  
wrote another letter to my friend  
Leopold Amery about taking up the post-  
war question of the European states. I  
also ventured to ask him what he thought  
                    about the Far East.                     
 
                                                            
 
 
As I was contemplating a trip to  
Europe and the British Isles, I asked  
him to hold his reply until I arrived.  
           He had prepared it, delivered it to me
