9. The alternatives as posed and discussed by the author are:  
                                                            
 
(a) the extension of Russia and her system over all Europe. This would   
be undesirable from every standpoint.  
                                                            
 
(b) the establishment of a vast free trade area in Europe and let the   
nations struggle within it. This, under the conditions, is just Utopian   
                         thinking.
