        After his talk on Friday with Secretary Hull        
 
                                                            
 
 
"Having promptly conferred with Mr. Myron Taylor, I am advised that he
has presented the Rome bombing question to the Secretary of State and
next week will present it to the President, who is not now available,
when I will make further reply. He advised your present memorandum
referred to a more general statement than that of last year, which was
specific as to Rome. On both
