The legal advisors to the State Department inform me that because of the
precedents created by President Lincoln in accepting citizenship conferred
by San Marino, and President Wilson in accepting citizenship conferred by
Rome and several other Italian cities, as well as other cities in France
and Spain, there is no constitutional objection to my receiving honorary
citizenship of Rome.
Will you tell them , therefore, that I shall be very happy and honored to
have this conferred on me in absentia?
