you today from Mayor of Rome, Prince Filippo Doriapamphili, dated November

"To His Excellency Franklin Delano Roosevelt, President of the United   
                     States of America.                     
 
                                                            
 
 
On the anniversary (November 4, 1918) of the victory of our democracies   
united against two feudalistic and militaristic empires remembering that   
Rome conferred its honorary citizenship up President Woodrow Wilson, whom   
you loved and admired as we did, and interpreting the thought of the   
eternal city and of all of Italy I hereby confer also upon you in absentia   
                        the honorary
