there can be no adequate performance. American releif for Italy was   
organized at the request of government in April 1944. Its urge the   
importance of first supplies have been available for shipment since July.

The expression has been used that the Allies have been ready to   
offer paper relief  and not real relief. It is very difficult to meet this   
                          charge.
