DEPARTMENT OF STATE INCOMING TELEGRAM DIVISION OF CENTRAL SERVICES TELEGRAPH SECTION NCB-1633 This telegram must be paraphrased before being communicated to anyone other than a government Agency. (restricted) Vatican City Dated January 24, 1945. Rec'd 2:44 p.m. Secretary of State, Washingon. 23, January 24, 5 p.m. FOR THE PRESIDENT AND THE SECRETARY, BASIL O'CONNOR, JOSEPH DAVIES, JUVENAL MARCHISIO. Referring to last paragraph my No. 5, January 9, we are informed that UNRRA has made certain proposals to the Italian Government which, if effective, will very seriously effect the area of the activities in which American Relief for Italy and the National Committee are now sole source of and distributors of relief. UNRRA's representative here is not a cooperative person and will not confer regarding American Relief for Italy unless Governor Lehman instructs him specifically to do so. This is a wrong and narrow attitude which is not in the interest of the objective which we all have in mind. I suggest that you take definite action in this matter without delay. TAYLOR JT |
