                                      justice, reorganization of the country. All the  
                                      ministers and under Secretaries who accept to enter the  
                                       liberal government, whether or not chosen by the  
                                       parties, should bind themselves to collaborate for  
                                       the government program, and from that moment consider  
                                       themselves collaborators only of that program: in this  
                                       way the program is not to be modified in front of every  
                                       threat of psrties, and the government will not be  
                                       obliged to resign for every personal crisis of ministers.  
 
 
                                              The necessary constitution of a consultative  
                                       assembly, technical and political, will complete the  
                                       restoration of a climate, a method and of an organic  
                                       governmental entity, truly liberal and democratic,  
                                       capable of leading the country towards a fertile habit  
                                       of the three liberties: economical, judicial and  
                                       political. Only in a system of such a nature can the  
                                       Italian people honestly begin to live and act as a free  
                                       nation, and proceed more rapidly towards the fundamental  
                                        decision: Monarchy or Republic. Only by such                                                                                            
     a system can an assembly be convoked that reflects the   
     sincere wish of the majority and that      
     is not the result of the actual imposition of the   
     minority. Only in a system of this nature can   
     Italians feel relieved from fear of Communism and   
     fear of liberty, from a fatal submission to a   
     proletarian dictatorship, from a presumed   
     inevitability of social subversion and submission to   
     Russia already a Balcanic and Adriatic
