Dear Mr. President:                    
 
 
                                    I am sending you herewith copy a secret Report made  
                            by Dr. K. Janos Toth, Reporter for Vatican Affairs on the  
                           situation of the Church in Budapest.
 
 
                                  This report was brought to me by Lt. Col. George Stephen  
                            Kovach, Air Corps, U.S. Military Representative Allied Commission  
                            Budapest, who came fram Hungary last week and called  
                            upon me. I felt this statement was so interesting that I had  
                            it translated from the Hungarian into English and made an  
                            appointment for him to meet Monsignor Tardini of the Vatican  
                            Secretariat of State, which he did, and Mons. Tardini presented  
                            him to His Holiness the Pope. He talked at length with him on  
                            the church situation in Hungary.
 
 
                                    Lt. Col. Kovach is returning to Hungary today, his visit  
                             here having been on his own leave. We discussed the question  
                             whether he should bring out a similar report on the political  
                             situation and I have encouraged him to do so. He will return  
                             with such a report within a week's time and I will forward the  
                             same to you in due course.
