The Article of War above quoted contemplates a direction by the President to establish such an office whenever he shall deem such action necessary. I concur with General MacArthur in thinking such action now necessary. Officers of the Judge Advocate General's Department now in the Philippine Islands under General MacArthur's com- mand may be detailed to these duties by radio.
