action can be taken forthwith without reference back.
 
The conclusions of the Executive are expressed in the
 
form of recommendations for action by the department
 
concerned.  Usually these are readily carried out. If,
 
as very rarely happens, a minister disagrees with a
 
recmmendation, he may refer it to the Prime Minister
 
or to the Lord President.
