     August fourteenth will be the first anniversary of The Atlantic Charter.
 
     Elmer Davis has prepared drafts of cablegrams to be sent by the President, on that
occasion, to Churchill, Chiang Kai-shek, and Stalin. Before I lay these drafts before the President
for consideration, I would like to have the approval or suggestions of the State Department.
