Mr.Adams:
 
     August l4 will be the first anniversary of the Atlantic Charter.
     Mr. Elmer Davis has prepared the attached draft of a telegram to be sent by the President
to Chiang Kai-Shek. Mr. Steven Early has requested the approval or suggestions of the State
Department before he lays this draft for the President. Mr. Early requests that this draft be
returned to him as quickly as possible.

included in other areas mentioned. He also questioned The phrase "To The farthest corner of
