MY DEAR MR. SECRETARY,
 
     I THINK THAT IT IS HIGHLY INADVISABLE TO MAKE ANY STATEMENT AT
THIS TIME. IN MY JUDGEMENT ALL THAT NEED BE SAID IS: "THE PRIME
MINISTER 1S ON A SHORT VACATION."
     REFERENCES TO THE ACCOMPANING OFFICERS ARE ESPECIALLY BAD.
ANY STATEMENT NOW IS A DIRECT INVITATION TO THE GERMANS TO ATTACK
THE PRIME MINISTER AND HIS PARTY BOTH GOING AND RETURNING.
